September 4, 2025
Measure J Update
The project is getting very close to completion at this point, as you may have noticed if you’ve been in the village recently.
The landscapers have finished laying sod throughout the site. They are managing the watering schedule currently to ensure that the grass roots effectively. Their team has also made incredible progress on plantings throughout the site; however, there are still a few areas which will require additional plants. Those plants are soon to be delivered to the site.
Railings are still being fabricated, installed, modified and painted throughout the site. I don’t believe I’ve ever seen so many railings all in one small site!
Likewise throughout the site, painters are still present providing touch-ups as needed and finalizing their work both in- and outside the facilities.
Most of the work with cobblestones has been completed for the project, though there is one small area inside the Amphitheater which will require a solution to prevent water from pooling too near the theater’s main structure.
Inside the Community Center, the flooring for the black box theater is being installed and should be done by the 5th of September. Everything is being anchored down today; once that’s done, the team will move on to the room’s baseboards.
Inside the Community Clubhouse, the wheelchair lift has been installed successfully, the restrooms both up- and downstairs are completed, the kitchen modifications have been accomplished, and most of the major work is complete. There is some more painting to perform, and FORPD will have a service team out to clean and prepare all of the existing kitchen equipment to ensure that it is all up and running for our opening date.
The Fair Oaks Recreation & Park District team walked with architects on the 28th and 29th of September to complete a punch list. These lists will be provided to Bobo and will outline areas which need to be addressed. Whether that means an area needs additional cleaning, modification, or correction depends on the individual area. The punch list has a lot of minor items on it. The District did not identify any areas of major concern.
Bobo is working hard on scheduling early inspections wherever they can throughout the site. This is allowing them more time to correct any items brought to their attention by County inspectors. Anything that can be given final approval is having inspections performed as soon as possible.
We’re still aiming for our grand opening celebration on the 9th, 10th, 11th and 12th of October. The event will include a comedy show, ribbon cutting gala, live music, and a kids’ carnival.

Bobo Construction is hard at work putting the finishing touches on the site. One of the biggest changes you may notice is that landscaping has begun throughout most of the site. On the eastern side, sod has been laid, mulch and cobble has been placed, and plantings have been completed. At this point, the landscapers are moving on towards the west end of the park; there, they’re finalizing irrigation installation in preparation for performing all the planting and sod-laying. It really ties the park together!
Fire alarm and intrusion alarm systems have been connected and are operational in all of the facilities. Lighting had already been installed within the facilities, and now we’re having our lighting specialist in to finalize programming of all the specialized lighting.
Inside the auditorium, the chair lift is still mid-installation. Throughout the site, as has been said in many an update in the past, railings continue to be installed and painted. There are a lot of railings which is why this process seems to be taking so long. When it gets too hot to paint outside any longer, the painters are moving to the interiors of the facilities to perform touch-up painting and finalizing the overall painting process. The fencing contractor is almost done with all of the fencing on site – they only need to install security measures at access points to prevent people from reaching through the fencing and unlocking gates. Our monument sign on the eastern edge of the park has been raised to its new height; the changed elevations had previously seen the poor sign sitting at dirt level.
The ADA ramp to the front entrance of the Clubhouse is one item that has caused some headaches. County inspectors were unable to accept the previously approved designs and required the District to minorly change the slope along the path of travel and install railings to protect that path of travel. This was due to the path of travel being near the fire lane. At this point, the re-grading is completed, and we only await the manufacturing of the newly required railings prior to installation. Everything is progressing as quickly as possible to accommodate these changes.
The flooring in the black box theater is expected to be installed mid-August, and Bobo is fairly confident that substantial completion will still be August 29th. If there has been one consistency on this project though, it’s that there is always the potential for delays; we’re really hoping we do not experience further delays, but one never knows at this point.

Irrigation is still being installed throughout the site. The expectation is that this will be done within the next few weeks, and sod will be installed by the 4th of July. The District has opted to install sod rather than hydro-seeding several areas due to the time of year the installation will take place. Our reasoning is that hydro-seeding with a cool season grass wouldn’t be as successful as desired, especially considering concerts are expected to be held in the area shortly after project completion.
Throughout the site a few “minor” tasks are being completed: site furnishings and trash cans are being installed; railings are being fabricated, installed and painted; the plumber is hooking up water to the trash enclosure behind the Clubhouse, checking drinking fountains, and sanitizing lines in preparation for “turning on” the facilities; carpenters are installing baseboards around cabinetry in both facilities; patching is being completed on the bases of site lighting, and touch-up painting is nearly completed on all facilities.
The concrete sub-contractor is forming up the stairs leading into the Amphitheater and will pour that area during the week of the 23rd. Also during that week, the backflow should be put together and connected, allowing the irrigation installation to be tested prior to being buried.
After the 4th of July, Bobo is expecting plant deliveries for the entire site. Some parking spaces will likely be closed off to allow for a short period of storage while the installation occurs.
The chair lift for the stage in the Clubhouse should be delivered in the near future and will be installed as soon as possible. Behind the building, the fencing team is installing chain link fences and gates surrounding the large, new HVAC unit.
The floor in the Clubhouse has been re-surfaced and looks amazing. The nature of the floor was not changed, so if you loved the hardwood floors in the Clubhouse you won’t be disappointed when you return to the building. The floor in the Community Center lobby is completed; this should complete all of the flooring in the facility excepting the stage’s finish flooring (which will be installed last so as to avoid damage during construction).
Substantial completion is still expected for the 29th of July with full project close-out set for the 4th of October. The District is planning on holding our grand opening event in the latter half of August and returning events to the site as soon as physically possible.

As you have likely seen if you’ve been through the village over the last few weeks, there has been some visible progress throughout the site. Last week the road paving was completed on Park Drive and the interior roadways. Paving on Main began the week of Memorial Day. It’s a bit of a tight squeeze going through the village with the construction, but it should be wrapped up on Main on the 30th of May. The following week, on Monday the 2nd, paving will begin on Temescal. Due to the nature of that work, the whole road will need to be shut down for periods of time. That work is expected to be completed by the 15th of June. The District expects access to businesses on Temescal to remain open, though not from every parking lot entrance all at once. When Temescal is done, the paving (minus striping) around the park will be complete.
The masonry crew is hard at work around the site: on the south side they’re working on the walls and capstones surrounding the courtyard in front of the Amphitheater, and on the west side of the park they’re hard at work cobbling surfaces. There’s still work to be done by this crew throughout the park, so you can expect to see them out there most days. Once they’ve completed their work in the south courtyard, pavers will return to put down some concrete throughout the area. There are several small pockets still in need of paving; Bobo will be squeezing that work on to the schedule as they are able to do so. Overall, Bobo estimates that paving is 99% completed.
Railing installation and painting is continuing throughout the site and likely will for a while longer.
A stucco team began work last week and completed the patching necessary around windows in the Clubhouse. Now the building is clear for a fresh coat of paint.
At the Amphitheater, seating was delivered, and the installation began last week as well. We’re still awaiting a few chairs and cupholders, so the installers will return once those arrive so that they can finish that portion of the project. They look pretty awesome! You may be able to sneak a peak of them from the south side of the site.
Flooring for the black box is being installed – primarily the plywood sub-surfacing. The finish layer will be installed towards the tail end of the overall project so as to avoid damaging the final product. Once the plywood is down, the floor crew will move over to the Clubhouse to complete necessary work there. A tile crew will also be returning to the Amphitheater building to perform a few corrective measures.
As to the rest of the site there are a couple of notable items which are occurring now or waiting in the wings. Landscaping crews are trenching for irrigation installation; hydro-seeding will begin in mid-June, and our landscape architects expect the turf to be sufficiently rooted by mid-August. The gas line to the amphitheater is soon to be tested and turned on. Site furnishings such as benches are being installed where they won’t prevent work from continuing. Comcast still needs to return to the site in order to pull the fiber optic lines so that electrical work throughout the site can be completed. The safety surfacing under the playground still requires sealing to ensure longevity. An ADA swing has yet to be delivered and installed at the playground. And finally, the final approvals and sign-off for the drop-in restroom building are underway and should be completed rather soon.

The most obvious progress throughout the site is that road paving has commenced. Fair Oaks Blvd and California Ave have been re-paved and work is continuing on Park Drive. Main Street will follow once Park is completed, which should be on or around the 19th of May. During this section Main will be a single lane with 24 hour flaggers managing through traffic. Expected paving time of Main is three days. Afterwards, Bobo’s paving subcontractor will pave the roadways around the Clubhouse. This should not require any road closures, as all the paving will occur within the site. Finally, likely around the 27th of May, paving will commence on Temescal Street. Thankfully we have been fairly lucky that nothing has been uncovered during the paving process that has introduced large delays. If that luck holds, all paving should occur as outlined above.
The electrical crew is buttoning up projects throughout the site and have subcontracted a company to patch the concrete footings of all light poles. The poles for market lighting have been installed both on the west end of the site and in the seating area to the south of the Amphitheater.
Unnecessary windows on the Clubhouse (for example, windows which look into the guts of the Clubhouse’s theater organ and provide no lighting or view) are being covered over. Stucco teams are on site patching the exterior in these, and other, locations. When all is done, painters will arrive to color match and paint the building.
Around the site, various tasks are underway: block masons are working on retaining walls surrounding the seating area south of the amphitheater, pathways are being paved on the eastern side of the site, handrails on ramps/stairs are being installed and will soon be painted, flagpole footings are being installed in front of the Clubhouse, and fencing around the parking area and equipment yard (HVAC) behind the Clubhouse is being installed.
Inside the Community Center, a team is installing flooring in the community rooms. Bobo hopes to soon begin installation of the blackbox theater’s stage flooring, but are careful not to do so too early and risk damage by placing heavy equipment on the newly installed flooring.
Tree trimming has been completed throughout the site, and the playground safety inspection has been completed; some minor items have been identified and are either corrected or will be soon.
The outdoor seating for the amphitheater should be delivered early in the morning on the 19th. Landscaping should also begin on the 19th with the installation team beginning work on one side of the site and continuing towards the far side. We hope to complete hydro-seeding as early as possible to allow for successful germination.
April 10, 2025
All of the playground equipment is installed and the safety surfacing (commonly referred to as “PIP” or “poured-in-place”) will be installed beginning Monday the 14th.
Elsewhere, concrete work is being completed in several areas including the eastern edge of the site along Main Street, the pathways along Park Drive, and amidst the buildings and along the southern edge of the Amphitheater. The site is getting close to no longer needing any new concrete to be poured.
Poles for market lighting have been erected on the western edge of the site. Around the Amphitheater fence posts are likewise being erected for the perimeter fencing.
Next week final grading will commence for the area in front of the band shell (historically where people would sit for Concerts in the Park) and throughout the site the crew has begun cleanup efforts to prepare for the landscaper to arrive and plant everything.
Panels for the Amphitheater stage doors are installed, and that installation is being finalized (rubber seals, insulation, etc.).
Inside the facilities there were some touch-ups needed to sections of drywall, and that required the painters to return to touch up those areas as well. Acoustical tiles are being installed inside the Community Center, restroom partition equipment is being installed, replacement windows for the Clubhouse will be arriving next week and soon will be installed, and the flooring for the black box stage should be arriving on the 21st. This flooring will be the last, if not one of the last, items installed at this location so as to prevent heavy equipment from being rolled across it with the potential for damage. Bobo estimates that the facility is approximately 75-80% complete.
A new schedule is being provided to the Board of Directors at their April 16th meeting which will state that the new date for substantial completion is August 8th (yes, still 2025). This is due to delays in road paving which led to the subcontractor moving on to other jobs. The soonest we’re able to get that subcontractor back to perform the work (and there were repeated attempts to get them back sooner or find another subcontractor who could perform the work earlier) will be June 23rd. Due to road paving beginning on the 23rd of June, the overall completion date of the site will be delayed until this can be completed.
March 4, 2025
Playground installers are on site and installation of footings has begun. This work, as with much of the work around the site, is entirely weather dependent, as ideal soil compaction is necessary for a successful installation.
The concrete subcontractor is forming and pouring concrete this week and next at the southern side of the amphitheater – these will be steps and sidewalks throughout the area.
Drinking fountains will be arriving in a week to be installed throughout the site which will allow more concrete to be poured surrounding those areas.
Modifications are being made on the eastern side of the site to allow for updated elevations.
The painters are working on the handrails in front of the clubhouse (ramp) and continuing with interior painting during the rains of early March. After the rains the lighting truss in the outdoor seating area of the amphitheater will be re-painted.
Electricians have pulled power to the transformer and hooked up all power to the amphitheater; meanwhile, the District has signed off on the most up-to-date layout for the outdoor amphitheater seating. Now that the layout is set, the manufacturing of chairs is under way.
February 14, 2025
Rain has slowed exterior work down a little bit over the last week, but work has still been ongoing inside the buildings and around the site as ground is found to be dry enough to perform work.
Inside the Amphitheater building, trim work and some painting has occurred, as well as various electrical tasks throughout.
At the Clubhouse, more painting has occurred, mainly on doors and door hardware so that they match the overall aesthetic of the building. Doors and hardware continue to be installed there also. Lights are being hung in hallways around the fire sprinkler systems.
If it is dry enough on Tuesday the 18th then the concrete sub-contractor will once again be out pouring new concrete. There is a section of ramp along Park Street which should be getting finalized, and forms and footings for the area south of the Amphitheater along California Avenue will be appearing soon.
The outdoor seating manufacturer who is handling the Amphitheater has been on site to take final measurements of the newly completed concrete crowd area, and they will be delivering a final design to account for those field conditions as soon as possible. The manufacturing of those chairs will follow forthwith. As soon as that is completed, installation will begin; however, the manufacturing process will take some time to complete.
At this month’s meeting of the Board of Directors, staff will be seeking approval for a change order for the main “barn” doors of the Amphitheater’s stage; this change order is due to custom work necessary to fit the paneling to the retractable stage doors. If approval is granted, those panels should be installed rather quickly.
Bobo continues to work on an updated traffic plan for the upcoming road re-paving which will occur at some point in Spring. They are working fastidiously to complete a traffic plan that will balance the needs to keep costs down and also to minimize the impact to the public.
In other good news, the Clubhouse’s additional kitchen equipment is shipping to us around the 19th and should be installed once it arrives, and the playground installation is scheduled to begin around the 17th, weather permitting.
February 10, 2025
Concrete work continues throughout the park. This is occurring primarily on the north side of the property, along Park Street, but it’s also beginning at the southern side of the Amphitheater building on California Avenue.
As mentioned in a previous update, a ramp along Park Street was a tricky pour due to tight restrictions on slope, and, unfortunately, upon inspection a section was off by a small amount which would trigger a failed inspection from the County. Due to this, that section had to be demolished and re-poured.
Bobo is attempting to have all concrete work completed by April.
Playground installers, originally scheduled for the 10th of February to begin work, have delayed until the 17th of February due to scheduling conflicts. In preparation for their work, Bobo has been saw-cutting keyways along the edges of the playground footprint in order to more effectively catch and hold the safety surfacing that will be poured there. This should help to prevent the surfacing material, a granulated rubber product, from pulling away from the edges and creating un-safe gaps.
During the recent rains, many of the construction crew were active inside of the facilities where they have been installing doors and door hardware, electronic access points for doors, and other electrical components. The Clubhouse ceiling crew is still hard at work getting everything buttoned up there.
The Amphitheater concrete work which will be the support for our new outdoor seating was completed and we should be receiving a visit from our seating supplier soon. During this visit, the supplier will ensure that we are receiving the exact number of seats that we can fit, and potentially providing minor adjustments to the amount we will receive based on the physicality of the space now that the groundwork has been laid for installation.
There is still no set date scheduled for road work. Bobo is working on a phasing plan which will prevent the whole village from being closed down all at once, while also not wasting Measure J Bond funds by requiring repeated mobilizations of the heavy equipment needed for the project.
On a final note, EV charging stations are being installed throughout the location and should be ready to go over the next few weeks.

As we’re heading into the rainy season, Bobo is working diligently to get everything done that can be done prior to the site becoming a muddy mess.
Work has begun on the eastern side of the site to raise the elevations within the park to match what the road repaving will require.
The playground work has required design modifications to match manufacturer guidelines for installation. The modifications were to the footings of the playground – where they’ll sit and how deep they need to be sunk. The District is hoping to receive those new designs within the next week and begin playground construction shortly afterwards.
Inside the buildings electricians are still pulling wire and connecting the newly energized system. We should be done with all work requiring SMUD’s presence on-site, so the electrical subcontractor is moving ahead at full speed. The wiring will connect to kitchen equipment, feeders for the A/C unit and exterior lighting. In addition, ceiling tiles are being installed by another subcontractor which specializes in that work. Doors and the hardware to hang them should be in during the week of December 9th so that work can progress soon as well. Ductwork and audio wiring are continuing at a regular pace within the amphitheater.
Some more concrete will be poured over the next week or so, weather permitting. This should allow adjacent work on the edges of the new amphitheater building to commence as well. The concrete work will be primarily performed along Park Dr at this time.
Also experiencing some design changes in order to conform to road paving requirements will be the stairs in the northeast corner of the site. The new design should be in Bobo’s hands very soon and then we’ll see some demo and re-pouring to accommodate the roadway.
In the near future, in-ground communications utility boxes will be placed around the site to allow for Comcast and AT&T connections.
And finally regarding equipment: the blackbox theater risers and seating are scheduled to arrive on site on the 17th of December where they will be stored until our grand opening. The District also plans on providing a final response to the bid we received to provide audio/visual equipment for the new amphitheater. The bid came in higher than expected, so the District needed to modify what we will be receiving so as to remain within budgeted funds.
Due to weather conditions, no road paving will begin until the Spring.

Playground work is commencing after several clarifications were required regarding grading in the area and other concrete-related prerequisites. Playground installers are on the schedule for Tuesday, November 12th. That work should be completed relatively quickly, as long as none of the parts to the playground have walked off of the site.
There has been ongoing concrete work performed throughout the site. The most recently completed section is on the north side of the Amphitheater building leading up to the roll-up loading bay doors.
Ductwork for the HVAC system in the Amphitheater building has been pressure tested and is in the process of being insulated. Nearby at the ceiling level, the T-bar crews should begin work on the 8th of November to begin installing drop ceiling segments.
We’re still awaiting SMUD’s technicians arrival to turn power on throughout the site. Bobo was told that the appointment would be in 7-10 days, but the window has since passed without further word. The electrical subcontractor is busying itself by continuing to pull wire through main feeders, light poles, and the like.
Permits have been approved for both the upstairs and downstairs kitchens at the Clubhouse.
And in an interesting side note a third out of service septic tank has been discovered on the site. This one was directly beneath one of the walls present at the front entrance of the Amphitheater. The plan, as with the others, is to follow industry best practices in filling in the old tank so that it won’t cause problems for the site in the future.
Road paving on Fair Oaks Blvd, and potentially California Avenue, is coming up soon depending on the weather. The relatively easy work on Fair Oaks Blvd is planned first and should take only 6 days. Bobo’s goal is to have this done prior to Thanksgiving at which point we will assess the forecast prior to beginning any work on California Avenue. If there is a rain event and California is “open” due to road construction, then it would make a rather large lake which would prevent any kind of work from being completed. On top of that, the lake would likely impact other sections of completed and yet-to-be-completed road adjacent to the opened sections. In the interest of avoiding such an eventuality, Bobo will be keeping a very dedicated eye to the skies to avoid beginning work right before wet weather. At that point, construction timelines will be dictated by rainfall.

Hello readers, it is your very own update writer addressing you directly. I’d like to beg your understanding with the delay in updates. I have not been present for progress reports for a short while and so was unable to provide them to you. We’re back now and here is a progress report.
The theme of this update is concrete work!
There has been a lot of material going down throughout the site. Around the band shell there is still some work to be done, but the stairs up to the stage and the pathway passing along the front of the stage have been poured. Designers had to get creative with elevation changes throughout the area so it will look a little different from how your memory may picture the area. But hey, that’s all part of renovating a park – we can’t just tear it out and put it back the exact same way.
The concrete which will be the base of the hillside play area is poured as well. If you take a walk past the park you’ll see the little moguls that will be the base of the humps which kids will eventually interact with in a myriad of free play activities.
Next week or the week after will see concrete, depending on weather of course, poured along the north side of the park and leading up to the open stage area in front of the Amphitheater building.
And in preparation for concrete/asphalt work in the Amphitheater seating area grading continues.
In non-concrete news we are still showing progress as well.
Within the Community Clubhouse the ceiling grid installer is hard at work on, you guessed it, the ceiling. Painting has commenced in several areas and the restrooms are looking like actual restrooms.
Throughout the site electrical work is continually ongoing. SMUD should be out on the 17th to connect power to the site. Once that is accomplished the power can be turned on to the overall site and Bobo can move away from using temporary power. With the site fully energized testing of fixtures throughout the site can commence. We’re hoping that SMUD will be available to turn the power on during the week of the 28th.
The focus over the next week will be concrete work and finalizing preparations for the playground install, which is tentatively scheduled for the 10th of November. There’s quite a bit of work to be completed in order to enable that installation to commence, of course, so you’ll see Bobo and their sub-contractors hard at work during the week.

Hello all! We’re back with another update on the site progress at Village Park.
Inside the Clubhouse, painters are preparing the room for the installation of new ceiling tiles. This is essentially edging and painting of corners. The ceiling tiles will be nailed up over the existing ceiling tiles. Some finish work is being performed on the front of the stage; the new façade and trim work there look pretty stellar already. Bathrooms on both the upper and lower levels are tiled, many fixtures are already in place, and finish work is ongoing. Of course, the obligatory HVAC, electrical, and drywall work are continuing in various smaller capacities throughout the facility.
Inside the Community Center there are some touch up drywall tasks being performed. The electricians are buzzing about pulling wire and installing fixtures. Bathrooms throughout the facility are tiled and have fixtures. The tile accenting is a really nice touch that I think many of you will find enjoyable. Painting has been completed within the pipe grid in the ceiling space of the stage area. As can be imagined in a black box theatre, the color for this area is black. It’s starting to look like a real theatre.
Roofers are working on the roof and fascia caps. Stucco is being patched in areas as needed.
Hopefully the following doesn’t sound like a broken record, but we’re getting really close to completion on our work with SMUD. An inspection was held on the 12th of September and, though SMUD will likely have to return for a second inspection due to some minor issues, they did note that, overall, there weren’t any major glaring issues with the installation of our pedestals and meters. Not certain how quickly we can get them to return for another inspection, but once that’s complete, SMUD will be connecting and pulling wire from the power poles to our meters. From there, our electricians will bring that connection to the wire they’ve already pulled throughout the rest of the site and testing can begin on our electrical systems.
The concrete subcontractor should be returning during the week of the 16th to perform corrective work on the east side of the project, install curbs, steps and walls around the bandshell and the western end of the site. The corrective work is in response to changes required by the permitting process for the road paving work that is yet to come. The District and their construction team are striving to perform the road paving prior to the rainy season. SIPS requirements, permitting timelines and SacDOT feedback are all being processed/worked through as quickly as is possible.
Rough grading will be performed around the playground area and in-between/around the Community Center buildings in order to begin laying aggregate base in anticipation of concrete work there.
There will be some patching and curb/gutter work on the edges of the site to help mitigate the effects of the upcoming rainy season. In many areas this work will be very rough. The intent is to keep water on the site that should remain there, send water along gutters to storm drains where appropriate, and to hopefully keep water from unnecessarily pooling within the site (which would make it very hard to work through the winter indeed).
On the back-end, the architectural drawings for the seating area of the amphitheater are being revised and re-submitted, the District has received a successful bid for production lighting and draperies for the stage, we’re working on acquiring quotations for our AV bid package, and mandatory reporting is being performed as required by the additional funding sources the District has already acquired for the project.
Finally, if you’re in the area on the 21st of September, don’t hesitate to stop in to the 19th annual Fair Oaks Chicken Festival. It will be held from 12pm to 6pm at Fair Oaks Park (11549 Fair Oaks Blvd.). There will be live music, activities for both kids and adults, craft and food vendors, contests, a beer garden, a cornhole tournament, and just overall good vibes. Prior to the event there will be a pancake breakfast at the Orangevale/Fair Oaks Grange from 7:30am to 10am. We hope to see you there!

The meeting last week, August 22nd, did not have time to cover overall progress and scheduling, as the team spent the morning walking the site to discuss overall design changes made necessary due to the updated requirements of the District’s road re-paving. Paving “out to center line” of the road is a requirement of construction projects which interface with a public right of way, and the District is doing its best to accommodate these requirements in an area in which the roads are both old (so built before these current requirements) and “interesting” (in that the slopes, grades, and paving methods originally used create unique issues which require creative solutions to eliminate).
The team is working closely with Sacramento County to meet these requirements and is also fighting for allowances to be made which could help circumvent them when the requirements just aren’t truly feasible.
During the week of August 29th, the team met in a more traditional fashion. Many of our scheduled tasks have been on a minor hold due to changes in design throughout the east end of the site. Thankfully, the District is expecting updated, approved designs as well as an approved Stormwater Pollution Prevention Plan (SWPPP) to go along with it by the end of the 29th. This means that many of the site’s subcontractors (such as our concrete sub) can get back on site as early as next week to once again begin work.
Our electrical subcontractor are still busy throughout the site: they are pulling wire throughout both the Clubhouse and the Amphitheater building in preparation for our security camera installations. The District is working with our low-voltage contractor and site architects to identify the correct camera solution to the requirements of the site, and we believe we are narrowing down our search and will be ready to make a decision very soon. Thankfully this decision does not slow down the overall completion of the project.
To speak to visible progress, stucco work has been completed on the Clubhouse building around repaired/replaced doors and windows, along the ADA ramp leading to the front of the building, and on several out-buildings such as the new trash enclosure. Demolition is complete in the outdoor seating area of the Amphitheater, and we are hoping to have a completed site layout for the area soon so that construction can begin in advance of the arrival of the new seating – this construction will require grading, electrical, and drainage work to be performed, so it isn’t as quick and easy as simply slapping some new chairs in the area and calling it good.
As far as less-visible progress is concerned, Bobo and their subcontractors are progressing in several areas: repairs/upgrades to the wing room roofs on the Amphitheater snack bar to prevent leaks into the building, pressure testing on the new Clubhouse HVAC system (which precedes economizer and insulation installation), re-painting of and potential re-engineering of the Clubhouse Auditorium’s kitchen ceiling (due to requirements of the sought after health permit), and behind-the-scenes work on County permitting and inspections. As an example, we’re still waiting on permit approvals for a cloth shade sail which has been pending nearly since the beginning of this project. With the amount of permits required for various sections of the project, the work can be slowed down fairly significantly. The team is working diligently despite that fact.
Expect more visible work beginning the 3rd of September and beyond!

Demolition has begun inside the outdoor seating area of the amphitheatre in preparation for re-grading and the installation of new seating.
The construction team is working with our landscape architects on some changes to areas surrounding the playground and bandshell on the east side of the property.
The District is still awaiting final approvals on design changes to the playground area and the surrounding road re-paving portions of the project.
Roofing on the Amphitheatre is continuing and should be completed in the very near future.
Electrical work continues around the new transformers installed by SMUD throughout the site. New electrical is also being run to the new lighting which will be installed under the outdoor amphitheatre seating.
Repairs are being made to major water damage discovered inside the two wings of the amphitheatre snack bar building. New decking will be installed and improved drainage systems should prevent this from occurring again in the future.
The window repairs at the Community Clubhouse are awaiting pricing on a few items which are holding up finalization.

Another power pedestal has been installed north of the amphitheater and the team is awaiting inspections from SMUD prior to being able to turn the lights on.
Trenches throughout the site are being backfilled and prepared for flatwork.
New drawings are being made by our landscape architect for the area around the bandshell on the eastern side of the park in order to handle the changed elevations. Likewise drawings are being created for the roadwork around the park. There have been a number of meetings with County staff on-site to determine what allowances the project will be given.
Stem curbs and walls are being constructed throughout the site and at the entrance to the Community Center. These are the first steps in creating the ADA ramp into the building.
The truss panels along the eaves of the amphitheater have been re-secured and are being re-painted. Bobo is still working on scheduling the roofers to come back out to finalize the tiles on the very top of the building.
Cabinetry, countertops, kick-plates, sinks, toilets and the like are being installed in the interior of the building.
Overall, progress is coming along nicely. Once the new drawings are sent to Bobo by our landscape architect there should be some pretty visible progress being made on the eastern edge of the project site, though we still do not have dates as to when the road paving will commence.

Beginning on the north side of the park, SMUD has been in and out of the site to finalize their inspections and set a new power pole. Based off of the schedule, we will still have to wait for SMUD to return to tie in to the Clubhouse from the transformer on its western side, but this does allow Bobo to continue their work on the north side of the park. At this point, that entails surveying, drilling, and installing cages/templates in preparation of adding additional lighting to that side of the site. This will be a precursor to pouring additional walking paths throughout that area.
The previous week saw HVAC units set and smoke hatches installed on the roof of the Amphitheater building. This allows work on the roof to be completed once painting is performed on the exposed portions of the smoke hatches.
A manufacturer for the problematic truss panels has been out to the site to meet with the construction team in order to provide alternative methods of anchoring the equipment so as to avoid the heat-related issues we’ve been experiencing. The construction team is confident that these proposed methods will see positive results.
Holes are being drilled and cages and anchors set for the market lighting which will be installed on the far western side of the site. Meanwhile most of the seating walls around the plaza have been set in their intended positions; though some are still awaiting placement, they should be installed soon.
A big visual change is that the roadway surrounding the Clubhouse (the interior road on the site – not the public right-of-ways) has been compacted and is ready for a temp coating which will allow for some heavier work to be performed in the area. The forms for many of the sidewalks alongside this road are prepared and ready for pouring concrete, while other sidewalks have been completed. It’s becoming very easy to begin to see what the final product will look like in the area.
On the paperwork side of things, the construction documents for the changes to the outdoor Amphitheater’s seating are nearly complete. Once those are done, Bobo can provide an accurate quote to perform the work; as of right now, the District has only received a rough order of magnitude (ROM), which provides a good estimate as to costs; however, the final tally can only be seen when the full scope of additional work is itemized by the District’s contracted architect. In addition, work continues to acquire a commercial kitchen permit for the Clubhouse’s upstairs kitchen. This should allow the District to provide additional services by way of bringing in professional food services to the area (ideally this could tie into the need for concessions at the outdoor amphitheater during events).
And though you may be tired of reading this line, the tilework, HVAC ductwork, fire sprinkler, ceiling grid, and ceiling lighting work within the facilities continues apace.

Simultaneously a lot and not much has happened around the site over the last two weeks. Nothing incredibly visible has occurred, but the work has hit some major milestones which enable further movement in some big ways.
The first big item is that the inspections being performed by SMUD have been completed and the work on the transformer behind the Clubhouse is complete. Now Bobo can backfill the holes around the electrical on the site which SMUD needed open in order to perform the inspections. That means that paving in the surrounding areas can commence. This places us one step closer to being “out of the ground” and enables us to make some big strides. SMUD should be out on the 29th of April to pull wires through the conduit we have buried, and they will be out on site in the near future to place another required pole along Park Drive.
We are still awaiting variances from the County which we need to begin paving the roadways (out to the centerline) around the project site. As a reminder, areas that are really dire, such as the section of roadway in front of the FORPD District Office, have always been on the plans as a full re-paving. That hump will be eliminated, and the road will be graded to allow access to the adjacent parking lot. Items like that aren’t holding the project up – the problem areas are intersections such as Park/Main and Main/Temescal. In these sections the grades, and the requirements for new paving, don’t align well at all and would require extensive, and likely intrusive, excavation if no variances are allowed. The District expects these variances to be approved after several conversations with the County, but the process still has to be completed in a very specific way; it unavoidably takes time.
There will be a large crane on site on the 30th of April, a Tuesday, in order to place the HVAC unit at the Clubhouse and the Amphitheater. During this time, the smoke hatches which have been holding up the completion of the roof will likewise be set. This is great news, as it should enable Bobo and their subcontractors to complete work on the roof! Once the smoke hatches are in, the rigging for the hatches, the installation of the “pipe grid” (the apparatus from which theatrical lighting and curtains will be hung), the installation of the ceiling tiles, and the completion of lighting, HVAC ductwork, and fire sprinklers can be completed. Big steps for the Amphitheater all around.
Unfortunately, the scaffolding will need to remain up around the Amphitheater for a little while longer, as the truss panels (the brown and black section directly under the eaves) are experiencing an adverse reaction to direct sunlight; they’re overheating and twisting which appears to be a new issue the manufacturer has not seen before. The construction team is working with the manufacturer to rectify this issue. Until that is completed, the scaffolding must remain. This prevents paving from occurring around the foundations of the building.
In less immediately exciting news – tile work, interior electrical, HVAC, etc. are continuing in each of the building interiors; playground installation is awaiting more information from our architects so as to prevent ADA access issues moving forward; grading in many areas of the site is ongoing; compaction issues in low spots around the site are being eliminated. All necessary work but hard to showcase in a way that will make you say, “wow!”
And finally, the architect for the Amphitheater is creating construction documents for the outdoor seating replacement and re-grading necessary for their installation. This portion of the project was not part of the original bid and is a large change. District staff is looking for State and Federal funding opportunities in order to manage the additional costs. Due to some infrequent rain, the site has had a few days where not a whole lot could occur. Rain and mud is a delay that we just can’t avoid during this time of year. Work still proceeds as much as possible within the buildings though, and Bobo has been working diligently to remove, prevent, or mitigate standing water throughout the site so that they can get back to work.
Rough grading still continues surrounding the Community Clubhouse, and the team is awaiting an inspection from SMUD on the transformer on its western side. Prior to being able to move onward from the grading, we will need to receive a passing mark from an engineer to ensure the soil is compact enough to lay concrete atop it. If all goes well, which can sometimes be difficult with rainstorms once a week, then Bobo should be able to begin the layout and forming up in the area.
Concrete work on curbs and valley gutters along California Avenue was on the schedule for the week of April 8th. Likewise for similar work on the driveway to the Clubhouse from California Avenue for the week of the 15th, weather permitting.
That same week, a delivery of precast concrete benches is expected which are planned for the west side of the site. During this time and the following week, Bobo will be working on concrete masonry unit (CMU), colloquially known as cinder block, walls in the surrounding area. These will be the base layer of the walls, not the finished surface.
Foam truss panel installation on the amphitheater has been continuing onto the north side of the building while inside the building the drywallers are applying a finishing coat to the walls. On walls already hit with the finish coat, sanding and painting has begun. Tiling continues within the restrooms of the building and likely will continue to do so for the next two weeks.
Inside the Community Clubhouse there is some bathroom work ongoing – sink installations, casework for the nearby storage room, and soon trim and baseboards. This is likewise occurring in the lower level, Village Hall, as toilets and sinks are installed there as well.
Bobo is still working on getting a playground installer on the schedule during this, the busy time of year for playground installation companies.
All in all, Bobo has made some great strides despite the sporadic foul weather. The District has also installed some signage on the construction fence with a QR code you can scan to gain access to the most up-to-date construction updates. Take a look!

Work is continuing apace whenever the winter and spring weather has allowed. There is a lot of exciting visual progress being made throughout the site; if you haven’t recently, take a walk around the village to see everything for yourself!
On the eastern side of the property there has been much work performed in preparation for the playground installation. The curbing has been completed around the footprint of the playground and aggregate base has been installed and compacted. It’s a busy time of year for playground installers though, so the District’s construction team is working on finding a time for a professional playground installer to be on-site and complete this section of the project. Our hillside play area is graded and the embankment slide is installed as well. You may see a pile of boxes on the edge of the project – these are all the playground features awaiting installation.
Around the Community Clubhouse, surveying and grading are being completed in preparation for the flatwork which will soon commence. This would be paving and concrete work which will provide paths of travel immediately surrounding the building. On the western side of the facility a retaining wall is being poured which is adjacent to work being performed on the electrical transformer which, in order to meet code, had additional SMUD requirements. Aligning the underground electrical work with the inspection schedules of SMUD has been an ongoing process. Once we complete this work, we’re one step closer to being “out of the ground” which should enable the project to begin moving forward in some visually stunning ways. Due to dry rot, there are several windows on the south, west, and north sides of the Clubhouse which will either be replaced or removed. The windows being removed have been deemed unnecessary, as they are located directly over/in areas which are completely enclosed by the theater organ’s enclosures. As such, they neither allow light into the facility nor do they allow viewing into or out of the Clubhouse. The removal should better protect the organ as well.
Inside the Clubhouse, work continues in both the upstairs and downstairs restrooms. Upstairs the floors and walls have been tiled and grout should soon follow. Downstairs the floor has been tiled which will soon be grouted. The walls will soon follow.
At the western edge of the project site, permeable pavers have successfully been installed. These pavers will allow water to percolate through thereby returning rain to Fair Oaks’ groundwater systems rather than flowing directly into a storm drain and ultimately out to sea. Pathways have been completed and pre-cast concrete seating has been delivered and will be installed in the upcoming weeks.
In the center of the project, work has been nearly non-stop on the new Fair Oaks Performing Arts Center. Many of you have likely wondered, “what’s happening with the roof?! Why is that not complete yet?” It’s a great question! For fire safety, roof hatches are required which can be opened in an emergency to allow smoke to escape. The original roof hatches that were specified in the design were no longer available; the District’s construction team had to pivot at that point, finding new smoke hatches that met requirements. New hatches were identified but they were heavier than the previous hatches, so the design team has been working on calculations to be sure that the structure is capable of handling the added weight. Some additional framing was deemed necessary and this is nearly complete. Once that is done, the hatches can be installed and the remainder of the roof can be completed. If original plans had not gone awry, the roof would have long since been completed. Alas, that proved not to be the case; we’re working through these hiccups and finding solutions.
Otherwise, the finish coat of the stucco on the building is completed and eave and cutout panels are being installed. The eave panels arrive a very “appealing” shade of yellow, but rest assured that these will be painted before they’re considered complete. Bobo is working towards completing the work up high on the building so that scaffolding can be removed to allow for work further down on the facility. Once these steps are complete, the scaffolding will be removed so that surveying and grading can be performed in preparation for the flatwork and approaches surrounding the facility.
Inside, drywalling and mudding have been completed throughout the facility. The restrooms are seeing tile work. Utilities, HVAC, and audio/visual connections are set. The building is moving towards finish work in a number of exciting ways.
In addition, the District is exploring funding options to attempt to replace the amphitheater seating. The goal is to move away from the lumber bench seating towards something that improves audience comfort. New design work is needed which will likely require new grading throughout the area as well. The District will keep everyone updated on the state of new funding options for this portion of the project.
The District is in the process of exiting an agreement with the County. This agreement was an attempt to pave not only to the centerline of the road but from shoulder to shoulder. The increased costs of meeting road paving requirements proved to be untenable. As of this moment, the District will return to the originally bid project specifications which were to pave only to the centerline of the road in most places. The huge bump between our District Office and one of the new parking areas was always under contract to be fully paved in order to manage the extreme crown present in the existing conditions of the roadway, so this issue will be managed as part of the overall paving project. This should allow the roadways in many locations to remain open during paving – at least one lane that is.
As of this time of this writing, Fair Oaks is experiencing some more spring showers which does slow the project down, but the construction team will do everything possible so as to continue work where possible throughout the project site.

We’re back in the rainy season! That means we’ll be seeing more rain delays, as Bobo Construction can’t do much around the site while it’s too heavy to get heavy equipment in to work with.
Work still continues with fire caulking, insulation, and drywall inside the new amphitheater building. Inside the Clubhouse work continues on the restroom renovations as well. Bobo is shifting work around as much as they are able so that progress continues despite the rain we’re experiencing.
Some work has progressed on the stucco for the new Amphitheater as well, as the crew has successfully completed the brown coat which is a part of the process which is required before applying the finish coat of the stucco.
The new hillside slide, a part of the playground on the north side of the park, will be delivered sometime on the 10th, barring any unforeseen delays. This will be installed immediately on site, though we’ll all have to wait a little bit longer before we can try it out for ourselves.
The site has seen some important work accomplished: Bobo has been working with the Fair Oaks Water District on connecting new water lines to the park and also with Sacramento County Sewer District in order to connect waste lines as well. We’re still working towards making significant progress with SMUD . We will have to route power around the park while modifications to the aged transformer are made. This will enable a connection which supply power to the project site. This is being performed in this way so as to eliminate as much impact on the rest of the village as possible. Once that occurs, construction can really start making leaps towards getting out of the ground and showing some considerable progress on the rest of the project.
As usual, Bobo is hard at work trying to get this project finished as soon as possible. Once the holidays are over, and the rain clears up, expect to see everyone back out on site working as hard as they can.
Update from October 2023 Community Update (updated 11/3/2023)
The first phase of road re-paving which was set to occur within the first weeks of November, consisting of Temescal and Main Streets, began the process the week of Halloween. The first step in that process was to "pothole" the roadways to identify issues in the sub-grade. During this potholing process, Bobo Construction identified existing conditions which would not allow the process to continue while still maintaining the high standards outlined by the Sacramento County Department of Transportation (SacDOT). After meeting with SacDOT on site, all parties agreed that further design and review was required. With this agreement in place, the District decided to postpone the upcoming paving until the design/review is complete and all parties are satisfied. The District's contracted architects and engineers are hard at work updating their plans in cooperation with the County; the roads will remain open, likely through the winter. Further updates will be provided as pertinent information comes to light.
October 26, 2023
Winter is coming. From reports the District has seen, this winter may be especially wet due to this being yet another El Niño year. Bobo Construction is working hard to get what they can done prior to having an unusable site due to standing water. Here are some of the items they’re working on.
The hangar doors, which will allow the Amphitheater to transform from an outdoor stage to an indoor black box theater, have been installed. These doors are monumental in size. They span the entire proscenium of the stage and will be motorized to enable easy opening and closing. The motors for the door will be installed in the near future.
Roofing is ongoing at the Amphitheater. At this point, tiling to the peak of the roof is delayed in order to install smoke hatches which are required for fire safety. In other areas, the tiles are not yet installed in order to allow for interfacing with stucco work which will be beginning soon.
Scaffolding is installed surrounding the Amphitheater to allow for stucco work. In the beginning of November, we should see work being performed on applying the scratch coat and brown coat, both of which are necessary precursors to the finish coat of stucco which should be applied towards the mid- to end-point of November.
ICS, the District’s construction management firm, is working on putting together the bid packet for all of the Amphitheater’s needed equipment. This equipment includes A/V equipment and lighting and will allow the District to be completely ready for opening night with the ability to host many memorable shows, concerts, and any other event the community may desire. Once the bid packet is completed, the District will go out to bid to identify a capable and affordable supplier of theatrical equipment to begin the process of sourcing the items identified by the District’s theatrical consultants.
Electrical utilities will soon be installed throughout the site now that coordination with SMUD has begun moving once more. There are several SMUD-mandated vaults placed in the ground which will house this vital infrastructure. With one more inspection, Bobo will be able to backfill around those vaults. Afterwards, Bobo will work with SMUD on shutting power down to our site in order to demolish and re-align a SMUD transformer on site (which is required by current codes).
The concrete hillside slide shipping date has been delayed due to manufacturing issues. Please still look forward to the installation (using a big ol’ crane – should be fun to watch) later on in the year, weather permitting.
Irrigation equipment is being installed on the south side of the job site now that the concrete work has been completed throughout that area.
Bobo has begun demolition and rough grading in preparation for new elevations surrounding the band shell on the east side of the park.
Last, but most certainly not least, road closures should occur in the second week of November for Temescal Street and Main Street. These road closures will allow the roads to be re-paved. Estimated time for completion is approximately fifteen days, again weather permitting. The road re-paving project will continue in phases with only individual roads closed down at a time in order to alleviate the impact to residents. Additional road closures likely will not occur until the Spring due to weather constraints.
And it should be noted once more that due to unforeseen issues with the job site and rain days last winter that the final completion for the project has shifted to October 2024. Thanks for your understanding as Bobo works diligently to get the village back open for your enjoyment!

Though we start this update on a bit of unfortunate news: namely that the construction timeline has been delayed due to various reasons until October of 2024, there is still much progress and good news on which to speak.
One great piece of news is that the parking areas along the southern and western sides of the west side of the park, which were closed for a short time for construction, have been completed on schedule and are now open to the public. Until we re-pave the roadways, it is advised that vehicles with low ground clearance should be cautious when using the parking spaces on the eastern edge of the parking area on California Avenue; signage is in place in this area as a reminder.
ADA accessible pathways are well under way on the north side of the project side. Walking along Park Drive one can see the carefully constructed switchbacks which will help to create a connected pathway all the way around the park. The new arbor has likewise shaped up nicely and will provide a picnic spot with a great vantage point of the new playground features.
There is concrete flatwork completed throughout the eastern and southern sides of the project site, and lighting is in place through most of the area. Bobo Construction ran a temporary test of this lighting recently and it looks really great.
Work is nearing completion on drainage and flooding issues which were affecting Village Hall; the District is currently seeking FEMA funding in order to aid in this process, as the flooding was part of an event which the Federal government declared an emergency.
Inside and outside the new Amphitheatre building work is continuing nicely. Weather membranes have gone into place on the roof, and preparatory work is underway for the stucco which will be applied to the outside of the building. Bobo is hoping to complete much of this waterproofing work prior to the rains we’re all expecting this winter. Insulation is in place within the building while work continues on electrical throughout.
Though we started with unfortunate news, the District would like to state that work is continuing on at a great pace despite unavoidable delays. All members of the project are working hard to complete this project as swiftly as possible without cutting any corners. Bobo is performing excellently in what has proven to be a difficult site and a complicated construction project. If you haven’t been through the village recently, the District urges you to take a walk around the perimeter fencing to appreciate the progress that has been made in a myriad of areas. We’re moving steadily towards completion and the District can’t wait to share the final product with everyone in the community.
Updated 8/18/2023
Focus has shifted to the west end of the project site in order to maximize progress on parking spaces along California Ave and Fair Oaks Blvd. The District’s, and Bobo Construction’s, goal is to limit to the greatest extent possible the parking closures throughout the District. Initial grading and soil compaction has commenced in both parking areas. Trenching has begun to install utilities and site lighting in the area. Overall, grading is underway to begin the preparation for the remainder of the site improvements. Current estimations predict the re-opening of both parking areas prior to the end of the year.
On the east and south ends of the project site, site lighting, curbs, gutters and pathways have been installed successfully. The stairway up to the front entrance of the Clubhouse has been framed in and will be poured soon. On a more fun note: the embankment slide has been ordered! This slide will be installed in the hillside west of the new playground to provide more ways to play in the park. Perhaps less fun, but altogether more useful, electric vehicle charging stations have been ordered for installation throughout the site.
The Clubhouse is seeing significant progress both inside and out, with the ADA ramp leading to the front entrance taking shape, electrical work continuing on the interior, and leak mitigation efforts on the north side of the facility continuing with the application of a waterproof coating along the base of the building.
In the Amphitheatre progress continues on electrical and other utilities throughout the facility. Audio/visual equipment needs have been identified and an order has been placed for the new equipment. Siding and stucco is scheduled in the near future as well.
As a brief side-note: watering of the trees throughout the project site continues daily. Both the District and Bobo Construction recognize the importance of maintaining the health of the mature trees throughout the project site.
Village Parking Lot Closures (updated 6/26/2023)
Due to Measure J Village Park Construction projects, certain District parking lots will be temporarily closed. The following District parking lots will be closed beginning July 10, 2023*, and will remain closed for approximately three (3) months with tentative completion to take place in the middle of September 2023. Tentative opening of parking lots is contingent upon no unforeseen underground complications, weather, etc. as part of the construction project in the area:

Note: As construction moves to the western portion of the project site, access for materials and heavy equipment will be required. Due to this, parking along Fair Oaks Blvd. may remain closed for longer than the immediate construction of the parking spaces requires. *see below for closure maps
The result of these and other upcoming parking closures are going to increase total parking spaces surrounding District property to enhance the Village parking experience as well as to install pervious pavement and new curbing in order to improve the accessibility, efficiency, and appearance of District parking lots in the Village. The timeline of this process is being planned to minimize weather impacts or other potential delays. Parking spaces in other areas of District property in the Village will remain open as long as possible to allow for current closures to be completed and re-opened to the public.

Now that the weather has dried out, construction has been continuing rapidly. Beginning on the east side of the site, sidewalks are framed in, the base has been laid and soon concrete will be poured. Continuing westward, the new drop-in restrooms have been delivered and set in place. Further south construction continues on the ADA accessible ramp which leads into the Community Clubhouse. Around the Clubhouse, the grading is being cleaned up to prepare for further activities throughout the area. Curbing has been removed around California and Temescal, and the final parking spaces on California have been framed in and pouring will soon commence on the curbs around those spaces.
Heading further west in the site, the Amphitheater continues to grow quickly. Electrical, plumbing, HVAC and fire sprinkler systems are being installed throughout the building just as they are in the Clubhouse Auditorium and Village Hall. Around the exterior of the Amphitheater, rough grading is ongoing in order to place scaffolding prior to beginning the waterproofing process on the exterior of the building.
Current estimates on paving the additional parking areas on California and Fair Oaks place the work some time in August or later. The District is working with Bobo Construction on an accurate timeline which will then be disseminated to the public.
On the north side of the site, the beams from the Rotary Arbor have been replaced atop a new picnic area where the old storage buildings once stood. Further towards the Clubhouse, the trash enclosure is nearing completion. Excavations and concrete pours have been completed on the north side of the Clubhouse to mitigate future flooding issues inside Village Hall. Waterproofing those pours will be commencing once Bobo can schedule the contracted specialist in that craft. Once that is completed, a drainage system will be added to the area prior to backfilling the excavation. Additionally, the roof of the storage building adjacent to the Clubhouse has been completed.
Various utility work is ongoing throughout the site: the gas connection for the Amphitheater is expected towards the end of June or the beginning of July.
The District will be placing an order soon for both the new EV charging stations which will be installed throughout the site and the audio/visual equipment for the Amphitheater.
In other Measure J projects, environmental review has begun in anticipation of potential improvements to Phoenix Park, including an expanded bike park, new playground, picnic areas, a minor water play feature, open/natural spaces and, of course, enhanced parking. Look forward to a period of public comment as part of this environmental review process. Please keep in mind that the District is aiming to primarily fund this project through a Land and Water Conservation Grant which the District had applied for in the beginning of June; Measure J expenditures are expected to remain relatively minor if the grant is awarded to the District.

Swing by the village and see all the exciting things happening throughout the construction site!
The new amphitheater building is beginning to go vertical. At this point, a few metal supports have been erected, and, weather permitting, Thursday the 23rd will see a delivery of several 70-foot beams that will stretch from one side of the stage to another. It should be a fairly impressive process including a massive crane and a lot of careful maneuvering.
Once the beams are in place, framing will begin throughout the area. In fact, at the same time as the beam installation there will likely be framing commencing on the north side of the building. This is really a cool part of the process, as the building’s shape and size will begin to take shape over the coming days.
Electrical and duct work is still on-going within the Community Clubhouse, and we’re still seeing various site work tasks being performed throughout the site, such as site lighting installation preparation, storm drain trenching and placement, site electrical installations, and various utility installation preparations.
Of course, we’re having a very rainy March so far, so we are experiencing continual delays; however, Bobo Construction is doing a really great job of maintaining forward momentum and getting right back to work as soon as the ground is dry enough to get the equipment moving about the site.
In other Measure J news, the Fair Oaks Recreation & Park District Board of Directors has approved a contract with Wilson Design Studio Landscape Architecture which will see the District begin public outreach in preparation of an overall site master plan for Phoenix Park. Phoenix Park has previously been approved for Measure J expenditures in order to improve parking throughout the site. In addition to that project, the District will be seeking public input in order to steer the District in a community-approved direction regarding development of the large, empty area in the center of the park. Be on the lookout for Outreach Meeting dates and times in the near future! These meetings will be an integral portion of the District’s application for Land and Water Conservation Fund grant monies in order to stretch Measure J funding to the maximum. Parking has been completed on Temescal, Park and part of California Ave. The District has opted to open these completed parking sections early in order to alleviate some of the parking impaction to the village area; now it should be even easier to visit Fair Oaks! Construction will likely begin soon on the remaining parking areas on the western edge of the park, including the remainder of the California Avenue spaces and those on Fair Oaks Blvd.
Under-slab utilities are being laid in the footprint of the new Amphitheater building with the hope that concrete may be poured for the foundation of the building by the end of February. Once we perform that work, local utility companies can be brought in to provide their connections so that work on the structure itself can begin in earnest.
Throughout the site, tasks are being completed: the roof of the Arts & Crafts Building has been replaced and is watertight, posts for site lighting are being made ready, footings for awnings and shade structures have been poured, seat walls in Village Park are completed and pathways for future walking paths are being formed up in anticipation of future work.
Inside the Clubhouse and Village Hall, work continues on rough carpentry, electrical and plumbing in the restrooms, and electrical and HVAC runs are being pulled to prepare for the updated systems related to both.
Now that we’re in a relatively rain-free period, construction is moving at a fair clip, and the District expects progress to begin to be visually apparent throughout the site. Keep your eyes open when you’re visiting the area to see that progress for yourself!
January 20, 2023
After 12.64” of rain in December and 6.23” of rain in January, there hasn’t been a lot of movement on the project site in the village. Bobo is continuing to work on the roof of the Arts & Crafts Building and roughing in electrical in the Clubhouse Auditorium; however, site work has been made impossible by the muddy and wet conditions.
Throughout the recent storms Bobo has been working diligently to manage storm water run-off in an effort to avoid flooding our neighbors or letting construction-dirtied water from entering our storm water system.
But the sun is out now and everyone is back to work! The parking areas along the front of the Clubhouse and both the north and south side of Village Park have been completed in a big way. The hope is to stripe those parking spaces during the week of January the 23rd. Once that is completed, those parking areas will open to the general public while constructions continues elsewhere throughout the project site.
The site needed to be tidied up after the storms to ensure that there wasn’t water where it shouldn’t be (such as in under-slab electrical conduits). Expect work to begin soon on the concrete pad for the new Amphitheater building. The goal is still to have connections completed by PG&E by the end of February. Once the pad is in place, we all should see some rapid progression on the building – especially framing up walls and making the site look a little bit more like the building it will one day be.
January 6, 2023
Rain has hampered progress throughout the Village Park site, creating muddy conditions which prevent work from continuing. Despite that setback, Bobo Construction has been performing what work they can to remain on schedule.
Electricians continue to rough in the electrical throughout the Clubhouse.
Immediately prior to the last rain event, construction had begun on the permeable pavers which will form the parking stalls. The nose-in parking along California Avenue is about halfway completed and looks great! The District still plans on opening parking to the public once completed, though the remainder of the site will stay closed while construction continues throughout.
The District is working with SMUD to align site electrical with the area’s current electrical setup and future needs.
The District is working closely with PG&E to provide utility hook-ups for the future Amphitheatre and Community Center building. This connection must wait until the footings are finalized on that structure. Expectations are that it will likely be the beginning of February before this occurs.
The District is working closely with the Fair Oaks Water District on site needs whether it be for irrigation, potable water in the facilities, or fire hydrants and fire suppression systems.
Bobo Construction has identified a leak in the Clubhouse roof and is currently seeking the source to provide a fix.
The new roof on the Arts & Crafts Building is progressing nicely. The District is pleased to note that there were no leaks present during the last few rain events, and the interior of the building remains in good condition.
Footings and posts have been erected for the new arbor being installed between the Amphitheatre and the Village Park playground.
Once the weather clears and the ground dries expect to see construction back up to full speed!

Bond Measure Credit Rating
Measure J was a first-ever General Obligation Bond Measure that was passed by the Voters of Fair Oaks in November 2018 for $26.9 million dollars to do Park renovations and improvements.
To sell the Bonds, the Fair Oaks Recreation & Park District (FORPD) needed to obtain a Bond Rating, which is very similar to a credit score. FORPD sought a Bond Rating from Standard & Poor’s (S&P) which is the oldest credit ranking agency and one of the three Nationally Recognized Statistical Rating Organizations accredited by the U.S. Securities and Exchange Commission. The company covers more than one million credit ratings on government and corporate bonds, structured finance entities, and securities.
Bond ratings are representations of the creditworthiness of government bonds. The rating is published by S&P and provide evaluations of FORPD’s financial strength and capacity to repay the bond’s principal and interest.
This October, S&P Global Ratings assigned it’s “AA-“ long-term rating to Fair Oaks Recreation & Park District for the third and final issuance of Bonds from the 2018 Measure J General Obligation Bond.
An AA- rating is given to entities that have a very high capacity to repay their loans due to their financial position and attitude towards repaying debt. FORPD’S Board of Directors currently led by Chairman Raymond James Irwin, Vice Chair Darren Mounts, Director Ralph Carhart, Director Delinda Tamagni, and Director John O’Farrell have practiced sound financial management that has created the opportunity to receive such a high credit rating. The AA- rating is estimated to save the taxpayers of Fair Oaks $900,000.

Very diverse tax base in the Sacramento region with very strong incomes and extremely strong property wealth indicators.
Record of maintaining strong to very strong available general fund reserves.
Strong financial position that is supported by predictable tax revenues.

October 3, 2022 Village Park Construction Update
Bobo Construction continues to work throughout the project site at Village Park; currently, they are working to backfill the parking areas along Temescal Street and Park Drive in order to re-pave those areas. Soon, they will be pouring concrete for curbs and gutters throughout those areas before paving the parking stalls themselves. Once those are done, the parking areas will once again be open for public use while Bobo continues other portions of the project. Parking will still remain restricted as they move on to other areas surrounding the site to perform work on other parking stalls, though the District is exploring other avenues in the village in order to widen the breadth of options for public parking during construction.
The foundation for the new Amphitheater building is progressing smoothly. Compaction is complete and the layout for utilities and footings have been lined out and prepared.
Meanwhile, trenching for utility lines is being performed throughout the site, as well as rebar installation in several key retaining wall and ramp areas. Construction on the ADA ramp to the Clubhouse entrance has been paused in order to enact a federally required NEPA study as part of the ~$500k grant the District is receiving through Congressman Ami Bera’s office.
We’ll soon be moving into the rainy season, so expect delays as the site becomes unworkable due to standing (or falling) water. The District still expects to remain on schedule despite these eventual slow-downs.
August 19, 2022
Bobo Construction is continuing to make progress throughout the job site.
Power has been eliminated from Plaza Park, so grubbing and grading was able to begin in that area. The Amphitheater restroom building is currently being underpinned due to its footing being exposed as part of the new building’s construction.
Throughout the project site, stakes have been set to set levels for grading. There will be a few places where the topography of the parks changes pretty impressively.
Inside the Clubhouse, the restrooms have been demolished completely. Upstairs, the restrooms are being framed in in preparation for the new construction; downstairs the concrete pad is soon to be saw-cut to allow for new piping to be installed for the expanded bathrooms. The framing for the chair lift that will lead up to the stage is completed; meanwhile, in the Fireside Room, demolition has been completed and the fireplace will very soon be capped and hidden.
Some additional cracking has been identified on the exterior of the Clubhouse, and the District had investigations performed to ascertain the best method of repair.
If you’ve been through the area, you’ve likely noticed that several sections of parking have been torn out to make way for the new. The District expects those to be open again for public parking within several weeks. Timing on the closure of parking adjacent to Plaza Park is still being discussed between the District and Bobo construction. The trees throughout the site are continuing to be watered.

August 1, 2022 Village Park Construction
Clearing, grubbing, and off-hauling of materials continue throughout the project site and will continue to do so at least through the following week. As this process continues, site protections such as storm water retention measures are put in place to ensure that liquids and dust are contained within the project site.
The roof of the Arts & Crafts building is being demolished in preparation for the new roof that will be installed later.
Inside the Clubhouse, hazardous materials mitigation measures are underway in order to prepare for the construction tasks therein. Soon, the blower for the theater organ at the backside of the clubhouse will be removed and kept safe so that demolition for the new stairwell can begin. The blower will be re-installed later in the project timeline so that the theater organ can still be enjoyed by future generations.
In Plaza Park, the time capsule that was buried near the old Rotary arbor will soon be dug up. Don’t worry too much about witnessing it, as the District will not yet be opening the capsule. This construction project will only be moving the time capsule to another location where it can rest until its appointed time without being buried underneath the footings of our new amphitheater building.
You may have noticed that parking is being blocked off and torn up in several locations around the site. The District expects these areas to be closed for approximately four months before they are opened back up again to allow for continued access to the amenities of the village.
Please take a moment to look at the three week look-ahead provided by Bobo Construction that outlines various tasks they will be accomplishing throughout the site. Expect documents like this to be provided alongside updates as we move forward on the construction.

Village Construction Update
Construction has begun in the village! As of Monday the 20th of June, fencing has been erected throughout the project site in the Fair Oaks village. Stakes are being driven surrounding the trees which will remain on site in order to establish root protection areas. Expect more construction activities to commence over the next several weeks. In the interest of enabling residents to still visit shops and amenities within the village, parking spaces throughout the project site are still accessible and will remain so for as long as possible without disrupting construction activities. Please keep in mind that the area within the fencing is a construction zone; parking and park activities within this area are prohibited during construction. Fair Oaks Recreation & Park District appreciates all of your patience throughout this long process; we are incredibly excited to finally see work beginning on this major Measure J project in Fair Oaks!
Village Construction Update
The District has approved a General Contractor bid with BoBo Construction for the Village & Plaza Park construction project. View the video update HERE.
Bid Process Update
We are currently in the middle of the bid process for the Village/Plaza Renovation project. Bids will be opened on April 12th, staff will make a determination on winning bidder, and they will present their recommendation at the April meeting of the Board of Directors. With the Board's approval, staff will issue a notice to proceed and construction can then begin. We anticipate construction will begin at the end of April, some time around the 25th. When staff receives the bids and can determine the final costs associated with the project in the village, they can begin to make determinations as to which other planned Measure J projects can commence.
The District has pre-qualified a set of 6 contractors for the bidding process required to begin construction for the Village/Plaza Renovation. There will be a 45 day window where the bid will be advertised and the District will await responses from potential contractors. Once that is complete, staff will choose an appropriate contractor and bring their recommendation to the Board of Directors. Once staff receives the Board’s approval, a Notice to Proceed will be issued and construction can begin. Our construction management firm, ICS, estimates that this Notice to Proceed can be initiated by April 22nd. If all goes according to plan, construction will begin at that time. Of course, unforeseen circumstances may still require the District to update that timeline.
Once the bids are received and the District has an accurate accounting of the costs associated with the Village Renovation we can ascertain which other projects can begin moving forward. Stay tuned for updates on those other projects in the upcoming months!
Construction Update
While the final approvals for the permitting process for the Village/Plaza Project are not in the District’s hands yet, the District’s construction management firm, ICS, has assured us that this should not delay the bidding process to acquire a contractor to perform the overall work. As such, the District plans to go out to bid over the next few weeks to a short list of pre-qualified general contractors. The bidding process should still take approximately a month after which construction can commence.
Jim Streng Park is open to the public and ready for recreating! The grand opening of Jim Streng Park was an absolute success. The community showed up in force to make the event a truly memorable occasion. FORPD was so happy to see all of you who could attend. The monument sign is the last piece of the park that is still processing; the proof is approved and the sign should be manufactured soon. Stay tuned!
The renovations in the village are still awaiting final approvals from the County. District staff is working as hard as they can to push this project along. FORPD is still anticipating a construction start date in early 2022. We are all incredibly excited to finally be able to break ground, but we temper that excitement with the knowledge that the pre-construction process is unavoidable. Currently, the District’s construction management firm, ICS, is pre-qualifying contractors to enable a speedier bidding process. The District is also in talks to pre-purchase the site’s playground equipment in order to battle rising costs and delays in material deliveries.
La Vista’s lease option is still under deliberation between the two entities involved: FORPD and San Juan Unified School District. Out of sync Board schedules slows communication to a degree while both parties work towards an agreement that satisfies the community’s needs.
Meanwhile, work is still progressing towards paving the gravel parking lot at Phoenix Park between the Community Gardens and the Phoenix Dog Park. District staff is working towards engineered drawings that can be sent to the County for permitting.
Jim Streng Park
Jim Streng Park is ready for public use! The District is still waiting on the manufacturing and installation of the park’s monument sign, but otherwise we are happy to invite everyone to head out to the park and enjoy the new amenities.
Village Construction
The Village Revitalization Project is still stuck with County design review. Our architects are confident that the comments they have been receiving are almost entirely satisfied which will enable us to begin the bid process and move towards construction’s start. Due to timing requirements of this process, it is unlikely that construction will be able to start in earnest until after the new year.
La Vista Property
District staff is still working closely with San Juan Unified School District staff in order to come to an agreement on the La Vista property.
Additional Projects
Other projects are being placed on hold until the District is provided with updated cost estimates to be sure that the rising cost of materials does not prohibit further activities.
Jim Streng Park
Jim Streng Park is nearing completion, as playground installation contractors finalize their work which will allow the final touches to be added to the park. Once the playground is installed, the final concrete curbs can be added which will allow the resilient surfacing to be completed. Afterwards, there are some final plantings, fence work, and site furnishings prior to the park’s grow-in period.
Village Renovations
At the village, hazardous material abatement is complete in the salon and stage buildings. With final testing by a hazardous materials specialist, demolition can occur. Afterwards, abatement and demolition will proceed at the two small sheds in Village Park. The District is still waiting on final approvals from the County. Once those are received, the District expects to begin advertising for bids for general contractors immediately. With any luck, the County will approve everything and construction should be able to start prior to the end of the year.
Village Renovation
District staff held the first pre-construction meeting for work to be performed in the village. This meeting concerned demolition of buildings in the village in preparation for the larger construction project that will be transforming the area.
Expectations were laid out to the contractor in charge of demolition and questions were answered regarding scope. The District’s expectation is for demolition to begin once all the required paperwork has been filed with the County by our contractor; approximately 10 working days.
Staff is close to being able to review the most recent, and hopefully final, comments from the County on the overall project’s construction documents. Once these comments are reviewed, the plans will be sent back to the County for, again hopefully, a final time. The District is confident that the bid process for the main body of work will begin in September. This will take approximately 45 days and coordination with an upcoming Board of Director’s meeting to provide final approval and a notice to proceed.
Jim Streng Park
At Jim Streng Park, construction continues. Much of the concrete has been poured, the natural play area has been set, irrigation is in and ready for plants, and we are awaiting word from the playground installer as to when they can begin. Progress continues steadily at the site.
La Vista Softball Fields
The agreement for the lease on La Vista’s fields is with District Council. Once cleared, the contract will be taken to each organization’s Board of Directors for the final agreement.
Jim Streng Park
Jim Streng Park is well under way; grading, irrigation, and utilities have been installed throughout the park. Access points are being graded and compacted, and the playground is set to begin being installed during the second week of August. The project remains on schedule.
Village Renovation
Village, Plaza and the Amphitheater still remain in the County’s hands. District staff are confidently hopeful that this will be the final round of comments from the County. A contract has been approved by our Board of Directors for demolition and abatement of hazardous materials, though the District has a 90 day window to hold the contract in order to attempt to align the demolition with the construction throughout the site. The District’s construction management firm holds that the bid process for the overall construction should begin in September.
Softball Fields
There has been no further progress on La Vista Fields or Phoenix Park at this time.
Jim Streng Park
Construction has begun on Jim Streng Park off of Hazel Avenue and Lake Nimbus Drive! At this point, the project is revolving around grading and underground utilities. Construction is expected to last through September.
Village Renovations
In the Village, District staff are still working through the permitting process and on moving a water line from within the District’s property. Staff are currently in the bidding process for a demolition contractor. Once that is completed, the selected bidder’s contract will be taken to the Board of Directors for approval at the July 28th Board of Director’s meeting. Once approval is received, staff have a 90 day timeline to issue the Notice to Proceed. This window is so that timing can be coordinated between demolition and construction so as to prevent demolished buildings from sitting for too long prior to the start of construction.
Demolition is expected to take about two months. Current timeline estimates point to construction beginning in September 2021, but we have to wait for the final sign-off from the County prior to beginning, so the start date is a bit of an unknown at this point.
La Vista Softball Fields
The District is still in talks with San Juan Unified School District to lease property at La Vista School off of Bannister Road in order to move the Phoenix Park girls’ softball field project from Phoenix to the La Vista School site. More news should be available no later than August.
Phoenix Park Dog Park & Community Gardens
The FORPD Board of Directors have approved movement on paving the large dirt and gravel parking lot at Phoenix Park between the Dog Park and Community Gardens. District staff is currently working on identifying an exact design for the space to maximize parking availability prior to finding contractors to perform the work.
Village / Plaza Park
District staff is in discussions with the Fair Oaks Water District and PG&E concerning water and gas lines that travel through the parking lot in front of the Clubhouse. Until a resolution is reached, construction may be delayed. In addition, final permits for the project are still under review with Sacramento County. Demolition is still slated to begin in early summer.
Jim Streng Park
The District is finalizing the last encroachment permit that is required before construction can commence. Staff expects construction to begin over the next two weeks.
La Vista Fields
District staff is in discussions to enact a lease agreement with San Juan Unified School District in order to acquire property at SJUSD’s La Vista School site off of Bannister Road. SJUSD will discuss and potentially agree to terms in June, and then it falls to each organization’s respective Boards of Directors to finalize and enact the lease agreement. The property would allow the proposed Phoenix girls’ softball fields to be moved from Phoenix to La Vista’s site.

The Fair Oaks Board of Directors has approved the paving of the gravel parking lot at Phoenix Park to commence. District staff is working towards accomplishing this goal in fiscal year 21/22.
The Fair Oaks Board of Directors has approved pickle ball courts to be placed at Fair Oaks Park. The current skate park will be moved to the west and re-designed and pickle ball courts will be added in their place
District staff has begun exploring options for phasing in a possible bike park expansion at Phoenix Park.
The Village/Plaza Project is still waiting on plan review with the county. At this point, the District is working with the Fair Oaks Water District and PG&E to potentially move a water line and a gas line that each travel through the old right of way (now the Clubhouse parking lot). Moving these lines will allow access for future maintenance without forcing any damage to the newly renovated park space. Talks are in progress on how to accomplish this task with as little impact to the public as possible. Demolition of some areas of the site is still estimated to begin towards the end of May.
Talks with San Juan Unified School District for the La Vista School property are moving along nicely; there will potentially be a meeting of our two organizations’ respective Boards in the near future. The acquisition of La Vista would enable a space for girls’ softball fields and varied other District uses within the expansive grounds of the site.
A small amount of Measure J funding was utilized to re-open the unsafe playground in the middle of Phoenix Park; it is now safe and inviting for your family to visit. Bring your kids and have fun!
Swallow Way is slightly delayed due to permitting issues with the County, but the District expects construction to begin very soon.
At April’s Board meeting, the Board of Directors approved staff’s request to move forward on paving the gravel parking lot at Phoenix Park which is adjacent to the Community Gardens. This paving project was approved via community outreach in the original plans for the area as a way to relieve the parking impaction throughout the park, and the project can commence without affecting the potential for the undeveloped areas at Phoenix Park, which will be going back to public outreach when the District is ready to move forward with the broader projects there as a whole.

Measure J Projects continue on at pace!
Jim Streng Park’s construction documents have been completed and have gone to bid. The District will be considering all bids submitted before picking the appropriate bidder. Construction will commence soon after the bidding process is complete.
Some additional Measure J funding was supplied to the Fair Oaks Bike Park to install an irrigation system and a rolling gate to close the area for maintenance. Final bids are back on the gate fabrication and install, and construction will commence in the beginning of February. The irrigation system was designed and installed by District staff, which was a great cost saving measure while still ensuring high quality workmanship.
Village, Plaza, the Community Clubhouse, and the Veteran’s Memorial Amphitheater are getting closer to construction every day. The park site construction documents are at 100%, the Amphitheater plans at 95%, and the Clubhouse plans are awaiting permits. There is still some final review required of each set of plans before the District goes out to bid. We’ll keep working on each set diligently.

The Village and Plaza Park projects continue in construction document creation and review. COVID-19 has created delays in the review process throughout construction projects across the nation.
Improvements to the Community Clubhouse continue as well. At this point, designs are set and District staff are in the process of deciding on materials and aesthetics for the project.
The Veteran’s Memorial Amphitheater is likewise on-going, as staff is working closely with project architects to identify all potential issues with the design and correct those issues during the finalization of construction documents.
*Project start dates are still estimated to be within quarter one 2021 or the first half of 2021.
Designs for the Village Park project have been returned from the county with comments and are being reviewed by District personnel. Currently they are considered to be at 65% and will need to be updated and returned to County design review. The Amphitheater design is likewise progressing through County design review. Construction is still expected to begin in the first half of 2021.
Construction for Jim Streng Park is awaiting a final construction timeline based on Covid-19 related delays with County design review; however, District staff estimates that construction will begin soon.
Measure J projects continue their review with Sacramento County. Swallow Way, which has been officially named Jim Streng Park, has received comments back from Sac County and staff has worked together with landscape architects to meet those requirements. The changes are minor and will not affect the overall park design. Review continues on the project at Village and Plaza Park, the Community Clubhouse, and the Veteran’s Memorial Amphitheater.
